The HABD
Office of General Counsel is a division of the HABD Executive
Office. Its mission is to provide comprehensive, excellent,
quality legal advice, counsel and representation to the Executive
Director, Board of Commissioners, and HABD departments. The
Office provides and coordinates responses to legal needs and
delivers legal services in a broad range of areas.
The
Office of General Counsel provides legal support and legal services
that include:
Contract
preparation and review of various types of contacts
HOPE
VI legal services
Litigation
representation on behalf of HABD, including handling of eviction
matters as one of the State's largest landlords.
Coordination
of Litigation, including matters handled by outside counsel
Legal Opinions
Risk
Management Legal Services
Administrative
Law
Construction
and Real Estate Practice
Personnel
and Employment
Assisted Housing
and Affordable Housing Law
State and
Federal Procurement
Public Housing

This
is the first internal legal department for the Housing Authority
of the Birmingham District. Until 1991, all legal services were
handled by outside counsel. Although certain matters continue
to be handled by outside counsel, the Office of General Counsel
has successfully responded to the needs of HABD.
