The HABD Office of General Counsel is a division of the HABD Executive Office. Its mission is to provide comprehensive, excellent, quality legal advice, counsel and representation to the Executive Director, Board of Commissioners, and HABD departments. The Office provides and coordinates responses to legal needs and delivers legal services in a broad range of areas.

This is the first internal legal department for the Housing Authority of the Birmingham District. Until 1991, all legal services were handled by outside counsel. Although certain matters continue to be handled by outside counsel, the Office of General Counsel has successfully responded to the needs of HABD.
